Carnegie Defined The Need

Since Carnegie Corporation of New York's study - "A Matter of Time - Risk and Opportunity in Non-School hours" - published in 1992, funding for Middle School age programs is said to have increased 25%. That study was, undoubtedly, important to the formation of "America's Promise - The Alliance for Youth", backed by four US Presidents and founded with General Colin Powell. PACT's video includes their urgings at the founding of America's Promise in 1997.
